There are plenty of daily commuters who leave Primrose Sands for places of employment each morning, commencing from around 5am. I know this because their headlights flood my bedroom :-) If you allow enough time in case of roadworks or accidental holdups, there is no reason why you couldn't commute to Hobart area within 45 mins from Primrose.
