There's really no avoiding some level of traffic anywhere in Philadelphia, however, staying off the roads if possible between 7-9:30am and 3:30-6pm will help you avoid traffic. Taking public transportation is a great way to avoid some of the madness of driving in the city.

South Philly is a pretty busy place. I would say after 9 p.m., and before 6 a.m. are the best times, otherwise there will be traffic. It's more dense during rush hours, but its a normal steadiness throughout the day that isn't too annoying.
