Are the house rates that the council charge expensive in Springfield Lakes?

Looking at moving to sf.
Watching the Springfield YouTube promotional clips look a bit like watching the Stepford wives! Or a town thats been invented on sim city.....
my question is, are the house rates that the council charge expensive in Springfield?
I would think they would be looking at the parks etc that the council must maintain.
For an average house,what would the rates cost?
