Moving to Toowoomba?

Hi everyone, I'm planning to move to Toowoomba, but there's some questions I really want to ask about this city. I really need your advice, I dont know if Toowoomba is good to live.
1) flood risk?
2) safe city?
3) black soil issus?
4) which suburb are good? westbrook? glenvale? cotsworld hills? newtown?

Toowoomba floods very rarely. Most of the time, it is drought and water restrictions.
Crime here is bad, but probably no worse than anywhere else. Check out the Toowoomba Crime pages on facebook. As I've said on other posts, I dont go into Toowoomba at night unless I absolutely have to, and I drive with my car doors locked. There is no way I would walk around Toowoomba at night.
We have black soil, we had issues with our high set home moving when it flooded after the last drought. (We have a high set house on posts)
Avoid anything north eg Wilsonton, Harlaxton, Rockville, Newtown. South is preferable, Middle Ridge out to Hodgson Vale.
