I have lived here 12 years at 2 different addresses. My first address had not a single issue at all with neighbours or theft. Second address was in a block of 8 units. I lived near a creepy, crude old guy that was always trying to get in everyone's business and 2 neighbours with drug induced schizophrenia both of which had violent episodes and harassed me and my family. I guess it's just luck of the draw. Public transport runs regularly and is less than $3 a ticket one way, takes 50 min on bus to get to Hobart. Close to essential shops and medical facilities. Friendly locals, RSL club, gym, a few dogs that bark at night but nothing too annoying. Hobart has everything you'll need it's about 20-30 min in car.

I enjoyed living in Claremont I had many safe and enjoyable years there. I recommend this area.
If you are new to Tasmania the regions people tend to avoid around are
Hobart suburbs - Bridgewater, Gagebrook,
Eastern Shore - Rokeby, Clarendon Vale, Risdon Vale
Launceston - Ravenswood
Probably because all these areas have housing. They are just the stereo types I've heard for years while living in the area, they may depend on streets and what not. I've lived in Bridgewater and there are a lot of bogans but saying that there are also a few oldies living there that are really pleasant.

Hobart seems to attract stoners, arty people, gays and professional types but that's just my observation.
If you don't like randoms insulting you in the street stay away from Glenorchy bus mall, used to be a great area in Glenorchy but I wouldn't live there personally... I've seen bogans swearing at different races and causing problems on public transport. Don't be surprised if you see people shopping in their pajamas and ugg boots.
All in all our public transport is fine if you have an ipod to block out the loud mouths :)
The art culture in Hobart region is fantastic! Salamanca Markets offers a great range or fresh foods, art, live music, crafts and more. I recommend moving to Hobart it's a great community. Lots of schools around and plenty to do including Zone 3 laser tag, intensity game arcade, cinema, bowling (Moonah), mini golf (Moonah) normal golf, nightlife, flower shows, botanical gardens, bike track, gaming cafes, comic book store and much more.
