Is the community garden in Winthrop available to all locals?

I found this garden for Piney Lakes, which I think is near Winthrop. Perhaps you can give them a call.

There is no community garden in Winthrop, however there are numerous parks, and Piney Lakes nature reserve, which are all well kept and with the exception of a small area of the latter around the central lake, open to the public.

My mistake - good answer! Have lived in Winthrop for 11 years and didn't know about this! Good old WA advertising again!!
