Bathurst has very limited public transport so where you live would depend on whether you can drive. The more historic houses are in the CBD and you could walk most places. It’s all flat. The better views are in West Bathurst near the hospital but the hills can be a challenge for retired legs. Windradyne and Kelso are mostly young families. Eglinton is nice but you would need to drive to town to shop etc (or hop on a bike and ride the bike track into town). Health care is reasonable but you might still need to make a trip to Sydney for specialists. Generally it is fairly safe, has a growing wine and food scene and the university does has interesting talks from time to time.
Being in health care myself and a former resident of Bathurst I would not recommend it as a retirement destination due to the climate. Prolonged cold weather is not kind to our elderly and many residents in the facility I frequently visited where contemplating moving to Port Stephens or the Gold Coast where comparable accommodation could be found without any financial loss. Honestly, I wouldn't want to spend my best years enduring Bathurst's winters. Cowra is another option to the west if you have family in the area. It has a large retirement-aged population.
Cowra is much colder than Bathurst and has much more limited health care options. At least from Bathurst it is easy to access cancer care in Orange or hop on the daily train or bus to Sydney to access specialist treatment. Cowra does not have good transport links.
