Hi Dacey, can you please help me with these two questions?

Question 1 - Is it against any rules or regulations for a Real Estate agent to offer money to anyone who gives them a tip about someone who wants to sell their house in order for them to get a listing? And can they advertise this?
Question 2: If a Real Estate agent gets a listing, but there are works done (such as a new deck) without council approval, can the agent still market the property, just making sure that the buyer is aware that the deck are not approved or on the plans? Or should the owner get the approval first before you market the property?
