Hey Raffy, unfortunately due bad history with local councils both kiting and windsurfing have become, non-existent in the Glenelg area. However Both Seacliff, Glenelg North to Henley Beach to Largs Bay are popular places for both kiting and windsurfing. I would recommend to go there.
