Hi Colin,
It depends a lot on what you want (i.e. close to bush / schools / shops etc) but I will reply based on our experiences below:
The south side of Katoomba is the place to be, I have lived both North and South and find the latter to have a safer feel, more history in the houses and streetscapes, and a lovely community vibe. We know lots of great people on the north side still but there are some rougher elements.
Walking distance to the shops is a big plus, or if you're into nature then walking distance to the bush is great too. Lots of neighbourhoods have both. Some people are concerned about bushfire risk; if this is you then choose somewhere more 'suburban'.
The neighbourhoods between Lurline St and Cliff Drive are lovely, and west of Katoomba St / South of Waratah St is too (that's where we are on Cascade St). The area around Warriga St and Kundibar St is nice too, very close to the shops and lots of lovely character homes.
I hope you find the right place!
