"Best of both worlds"
Tuart Hill is a lovely suburb - close enough to the city to enjoy the shopping, restaurants, Kings Park, etc, but just far enough away to not have to deal with the crowds and hustle bustle. Mainly young couples and young families, with the old Italian presence still around. Lots of people out and about walking their dogs. Quiet with nice parks, and only a 5 mins drive to the Mt Hawthorn/Leederville cafe strips. Lived in and around the suburb for close to 10 years - I think it's great!

"It was Ok."
I've lived in Tuart Hill for 9 years, towards the Joondanna end. During that time I noticed a decline in the area due to the demograph that is moving in.
The numerous HomesWest places are usually marked with matresses, fridges and old sofas and you get some of the utter dregs of humanity, both aussie and imports, at the osbourne park IGA complex and the food courts on wanneroo road.
On the plus side it is very handy for getting into Perth and has decent enough transport options, like Stirling station, wanneroo road, main street and the 403/ 404.
