I believe the best way to get to the city in peak hour will be through Doncaster/Kew.
Take Doncaster Road straight up through Balwyn, Kew and then you will get into Richmond. You are avoiding plenty of bumper to bumper traffic this way. However, you may be hit with trams so make sure you pass them when you get a chance.
