Rates for a 4-5 bed house on 1600m2 were about $1100/year.

Generally speaking yes. Rates are determined by the local Council based on the capital improved value (land + house). Most recent valuations were done in 2010 or thereabouts I think.

I'm moving back to Melbourne from overseas... so... the bigger your place the higher the rates?
