Werribee (Harpley) vs Clyde North (Meridian)

Hi. After lots of researching, we ended up with two candidates for first home.

One is in Werribee, Harpley Estate. This house is less expensive and it's closer to the CBD. It has a better access by train. The government works around seem to add value to the area and the property in future.

The other is in Clyde North, Meridian. This house is about 90k more expensive. The surroundings are nicer, but it's way far from the CBD and the public transport access is poor. However, the houses in this suburb gets more value for whatever reason.

So, what would be the best option and why? Schools nearby are not a problem.
