we so need a tunnel to go under the cemetary / Carlton and connect up to the ring road.
Such failure on all sides of government.

Not likely. No matter how many trains, trams or buses they put out there, I won't be giving up my car anytime soon. And with the population always increasing, traffic will ALWAYS be a problem.
A tunnel underneath the cemetery in carlton? I would not want to be the excavator on that one ;)

A congestion tax like in London could work in Melbourne too.

When you drive into the London CBD you have to pay an extra levy or tax, so it encourages people not to take cars into the inner city.
Singapore has something similar. Drivers are required to obtain a permit of sort each time should they wish to enter the CBD during main trading hours.
I beg to differ on AJ's comment - should the public transport system be efficient and driving a car cost a great deal, we should see change in behaviour. Carrot and stick...
Public transport is also easier as traffic is only half the problem - parking at your destination can also be a problem.

I had no idea that concept existed in London at all! That's crazy but I completely understand the reasoning behind it. I also think we are A LONG WAY OFF going down that path for Melb CBD. I've travelled a lot around the world and been to many cities that have much worse traffic conditions than us, and they have no such levy\tax in place. Of course I've been known to eat my words a few times here and there :)
