Yes stay in city you obviously are not aware of how risk works in hills. Catastrophic events happen often and high danger season is indicative of people being able to buy and move to hills in winter and by summer they move back down to the city when find how dangerous and deadly the situation can get and likely high chance of burning and dying or having near death experiences is a real one.
