moving to geelong, safest affordable suburbs?

My partner and I (LGBT, early twenties) are looking into moving to Geelong. We currently have a low budget ($200p/w for rent) as my work is inconsistent (freelance digital artist, I am hoping to get into more consistent work after I move) and my partner is part-time/seasonal in our current town.
My question is in regards to what are the safest suburbs that would be available to us. We are aware that with such a low budget, there may not be much, but safety for us and our pets is our main concern.

For slightly lower budget suburbs, Bell Park, Bell Post Hill and Herne Hill are safe with nice streets, and some small pockets of North Geelong are also very reasonably priced if you can find a rental there.

You could try Newcomb, Thomson or St Albans Park too, but it would depend on which street you pick as they're close to the infamous Whittington. The shopping centres nearby are frequented by low income people from Whittington (obviously most of them are good people, but I'm sure you understand my point), so keep that in mind when making a decision. I would avoid Norlane and Corio for the same reasons as Whittington, though they also have some safer, reasonably attractive pockets.

Lara and Leopold are 15-20 minutes either side of the CBD, but they have a nice community feel
and are serviced by their own schools and shopping centres.
