What is the best suburb with easy public transport to Perth CBD & UWA?

Perth (Greater) Region is located in the state of Western Australia.

Me an and wife are moving to Perth next month. Appreciate if you can suggest a suburb based on choices in priority order
1. Easy public transport to CBD & UWA (cannt use my overseas DL and have to rely on public transport till i get a local license)
2. Average income (range 300 - 375 p.w. for 2 bed)
3. Safe locality
4. Close to shopping area & restaurants

Check out Joondalup as they have Units close to all major facilities. Don't know prices or availability but check realestate.com.au rentals to see what is available. Clarkson, only because they have trains, buses and shopping, is another option but choose the area carefully. If you come further north, you have to get a bus to the Station. Two Rocks would be the furtherest you could go and still have Public Transport. Obviously I am in the northern suburbs so cannot comment on anything south of Joondalup.
