You should ask an actual builder this question, then post their response/information here for the benefit of others. Don't bother asking Redland City Council, because they will just waste months of your time with empty promises that they are 'looking into' what is essentially their own incompetence/ignorance/lack of any efficient processes in place for land-owners wanting to build on their blocks. I genuinely now believe that Redland City Council prefers the current situation, whereby the majority of blocks on Russell Island are owned BUT VACANT, and regardless are charged maximal rates ($1500 minimum) 'as if' they were developed/built on.
I can see exactly why this currently suits Redland Council (maximal 'rates return' for minimal outlay/up-keep/servicing costs), but they should realise that in time it will be recognised as the blatant scam that it clearly is. Huge charges to the owners of vacant blocks every month for 'water supply and sewerage disposal' despite the fact that no mains water or sewerage are even connected to those blocks is one example. There are other similar examples. When Redland council ultimately finds themselves embroiled in a 'banking-type'/'insurance-type' legal inquiry, they will undoubtedly find their practices completely indefensible; resulting in a complete 'spill'.
