Why does the council that presides over Russell Island pretend that there are koalas living on Russell Island, and charge land owners on that island money/require them to comply with various building restrictions based on this blatant fallacy?

They have now changed the name of the levy charge to ‘wildlife levy’ don’t ask me what they do , I didnt get a satisfactory answer when i asked them
