Opposite the Safeway/Woolworths store or down at the Seaford station where the pier is, the water is crystal clear with a med/fine course sand absolutely sparkling clean not like St Kilda Elwood and Brighton which is a greeny color. and you can't see the bottom.

Take your pick. Busy spots are near station/shops and near Woolworths. Other than that doesn't get to busy anywhere.
