A brand new shopping complex is currently being built in Manjimup's city centre and most shops will relocate there

Assuming you mean Manjimup, there are a number of reasons. 1 - The two-speed WA economy. 2 - The LGA acts only in a caretaker role and tends to favour farmers/rural landowners. 3 - There are better places to live (e.g. Pemberton, Walpole, Denmark).
