Dealing with real estate bully

A friend of mine has just moved into a house they r renting. When they moved in the place was filthy (things like oven doesnt work, garage door doesnt work, the remotes didnt even have batteries, dishwasher has been cleaned a couple times and still makes them dry reach, air con doesnt work n the blades and filters are that dirty u couldnt even see what colour they were meant to be. Etc. the list goes on, even outside was a mess too) they filled out the condition report n the landlord refuses to sign it claiming they had paid $1600 for a bond clean days earlier. Which is clearly not the case. He refused to show them a receipt for the bond clean. When they asked to speak to his superior, he intercepted their call abusing them n telling them that they had to go threw him or to f#$% off. he even said quote " i dont have time to fix this $#1+! " any advise i can give them in dealing with this agent that is clearly trying to bully them? Can they request to speak to the owner of the property in directly? Or should they call a current affair or something?
