Best places for a 17 yo to move alone in Melbourne?

A couple or areas that i think might work for you are Chelsea and Mornington.
Chelsea is about 20 minutes away from Langwarrin and you have the beach at your doorstep. It's not right next to Frankston and it has a train station. Also, Chelsea isnt the place to be if you want night life and lots of restaurants but it has everything you need.
Mornington is about 25-30 minutes away from Langwarrin but the public transport isnt great. It's a nice seaside suburb and i think the rentals prices are similar to the prices in Chelsea: http://www.homely.com.au/rent/mornington-mornington-peninsula-melbourne-greater-victoria?bedrooms=1-2 It's also not right next to Frankston.

Langwarrin is a very nice area, better if you drive and don't rely on the buses.
Chelsea or Mordialloc are also good safe areas.
