I have asked my current rental manager for a written reference but he won't give me one.

He tells me that they only provide verbal references at the time of application for another property. We live in Victoria. Do you know whether this is standard everywhere or just an office policy? Given how slow they have been with responding to many of our questions I don't trust them to reply to verbal references in a timely manner.
