when do I start looking for rental properties and what's the best way to apply considering we cannot view the properties and don't know the area?

We are looking to rent initially. Preferably in an area not much further than an hour away (by public transport to) the Alfred. I was thinking Caulfield, Oakleigh, Chadstone, Glen Iris etc (but I don't know the area).
