For jet skiing I'd head to the Mornington Peninsula, you can hire jet skis from Jet Let http://www.jetlet.com.au/.
For surfers I'd recommend Bells Beach, Anglesea, Lorne, Apollo Bay, Cape Paterson near Wanthaggi, Gunnamatta Beach near Cape Shanck and Cape Woolamai at Phillip Island.
If canoeing, kayaking, paddle boarding, surf skiing or sailing are more up your alley I'd recommend Lysterfield Park Lake http://parkweb.vic.gov.au/explore/parks/lysterfield-park.
