Here's my take:
1. North Melbourne - very close to the city without the Port Melbourne price tag.
2. Doncaster - the next suburb to take off inn a big way as it is so close to Balwyn, Camberwell, Surrey Hills.
3. South Morang - if you want value for money and big homes great value, just be prepared to travel.
