I generally find any Pancake Parlour http://www.pancakeparlour.com/locations/, Zagames http://www.zagames.com.au/our-venues/ or TGI Fridays http://www.tgifridays.com.au/find-us/ to be very good to go to with kids.

The Melbourne Museum Cafe and The Barrel Hall at Mt Duneed Estate (near Geelong) are also really good as they have great food and play equipment http://www.mtduneedestate.com.au/Restaurant.
