For seafood lovers you can't miss the Apollo Bay Seafood Festival on Feb 20, featuring cooking demonstrations, live music, performers and a farmer's market. Great for a picnic! http://www.visitmelbourne.com/regions/Great-Ocean-Road/Events/Food-and-wine/Apollo-Bay-Seafood-Festival.aspx.

If you're into wine I recommend heading to the Peninsula Piers & Pinots on March 13, 2016 for wine tastings and delicious local produce by the sea. Tickets are only $35 and can be pre-booked http://www.visitmelbourne.com/regions/Mornington-Peninsula/Events/Food-and-wine/Peninsula-Piers-and-Pinots.aspx.

A bit later in the year is The Grampians Grape Escape festival running 30 April to 1 May 2016 for $30 which offers live music, Western Victoria's best food and wine in the majestic Grampians National Park http://www.visitmelbourne.com/regions/Grampians/Events/Food-and-wine/Festivals/Grampians-Grape-Escape.aspx#overview.
