I think Truganina comes under the following details:
Exchange: LAVERTON
CCA: MELBOURNE
State: Victoria
Class: Zone 2 (Regional)
which means..
This exchange has been enabled for ADSL service.
In terms of pricing, Laverton is classed as Zone 2 (Regional).
This exchange has been enabled for ADSL2+ service by Telstra ADSL2+.
so some ISP's on the Telstra infrastructure are..

And looking at that list, I would only recommend one player: IINet.
