Bayside suburbs like Brighton, Albert Park, Middle Park and Hampton are amazing suburbs to raise families, except you really pay for the privilege of living so close to the beach.

Inner city suburbs such as Camberwell, Hawthorn, Surrey Hills, Kew and Canterbury are prime real estate suburbs, with some of the best schools in Melbourne only minutes away. But again, very expensive.

Northern suburbs like Pascoe Vale and Essendon are great for families as well, without the ridiculous price tags, although getting up there in the next decade or so.

Outer suburbs such as Templestowe, Warrandyte, Donvale or even Eltham offer great big land sizes, with relative great value for money. The only downside if you are far from the city.

Mount Waverley is a wonderful leafy suburb and there are many families around and the average house price is $720,000.
There are some very good primary schools in the area such as:
Syndal South Primary School, Mount Waverley Primary, Mount Waverley North Primary, Pinewood Primary,
And a High School with a good reputation which is Mount Waverley Secondary College.
Very close by is the biggest shopping centre in victoria which is chadstone if you're into fashion.
Everybody has a very good neighbourly spirt, please choose mount waverley

Having recently been out to South Morang I can definitely recommend it, you got a lot of value around the $600k mark. 1 million buys you a mansion. (compare this with suburbs like Kew, Canterbury, Hawthorn where a million buys you a tiny house with no backyard. However, like everything there are tradeoffs with budget. Money no object I personally like Templestowe and Brighton. Both of these get you large blocks, open spaces, little traffic. And no more than 40 mins to the city.

Everybody is different of course and that is why there is no set answer. Budget, preferred commute time, distance to other family members, private/public schools all come into everybody's unique decision.
